RE: Advertised suburban train assignments with no bidders when the bids close.

 

Dear Mr. Dressler:

 

Paragraph one of Rule 79 on page 64 of The Rules and Rates of Pay for Trainmen indicates that when there are no applications for the bulletined run, the youngest trainman on the division shall be assigned to said run.

 

With the understanding between the general committee and SN Labor Relations department which was reached on this date and our understanding during our telephone conversation this date, this committee is agreeable to force assign the youngest qualified person from the Aurora source of supply to any suburban train must - fill assignment that has no applications when the bids close. It will not be necessary to re—advertise the assignment.

 

It is understood that the employee forced must remain on the assignment until:

 

(1) Displaced by a senior employee, or

 

(2) A junior employee is subsequently holding another position. If either is the case, the employee forced may exercise seniority consistent with the currently accepted practices.
